This event will be beneficial to anyone involved in EB-5. The event day will bring together experts and practitioners on all sides of the EB-5 equation. After each panel, guests will have the opportunity to discuss EB-5 issues among themselves and with speakers. This is a CLE workshop, however it is designed to be materially useful to Regional Center executives and real estate developers also, in addition to immigration attorneys.

                                  ABOUT THE SPEAKERS

                                  Edward Beshara is a third generation Australian and third generation U.S. Citizen. Mr. Beshara received a Juris Doctor Degree from the University of Florida Law School in 1981. He received a Bachelor of Jurisprudence and Bachelor of Laws Degree from Monash University Law School (Australia) in 1977. He pursued a Masters of Law Degree in International Law. He was admitted to practice in the State of Victoria, Australia, in 1977, and in the State of Florida (USA) since 1983. He was Assistant Professor at Monash University (Australia) and tutored in Corporate and Business Law. He was admitted to practice as a Barrister and Solicitor in the State of Victoria.


                                  Jeffrey Carr currently serves as President and Economist of Economic & Policy Resources, Inc. in Williston. For the past 22 years he has served in a number of capacities focusing on macro-economic analysis, economic forecasting, forensic economics, economic impact analysis, and fiscal policy analysis for federal, state, and local governments. For the past 13 years, he has served as the State Economist and Principal Revenues Analyst for the Vermont Agency of Administration over the past three gubernatorial administrations (including the Administrations of Governor James H. Douglas, Howard B. Dean, and the late Richard A. Snelling). He also has served as consulting economist to the Vermont Department of Economic Development since 1995, and a number of businesses, business-trade associations, and municipalities throughout the northern New England region.

                                  Paul W. Chen is an attorney who specializes in the area of Immigration and Nationality Law. He received his Juris Doctorate (law) degree from the University of San Diego School of Law and his Bachelor of Arts degree from the University of California, Berkeley. During law school, Mr. Chen clerked for one of the top immigration law firms, Fragomen, Del Rey, Bernsen, and Loewy, LLP, and for the American Bar Association’s Immigration Justice Project. As an immigrant from Singapore, Mr. Chen is fluent in Chinese and Spanish. Mr. Chen has provided immigration representation for hundreds of cases (both immigrant and nonimmigrant), related to H-1B, L-1, TN, O-1, Multinational Managers and Executives, EB-5 Investment Green Cards, EB-5 Regional Centers, I-9 Compliance, and all types of family-based green cards. He also has extensive experience in providing immigration-related expertise to multinational corporations and small businesses in the biotechnology, energy, computer engineering, pharmaceutical, real estate, and manufacturing industries.

                                  Austin Fragomen, over the course of his career in immigration, has served as staff counsel to the U.S. House of Representatives subcommittee on immigration, citizenship and international law and as an adjunct professor of law at New York University School of Law. Austin has testified before Congress on a range of immigration issues. Most recently, he appeared before the House Ways and Means Committee's Social Security Subcommittee to discuss how to enforce immigrations laws at the worksite effectively. He also has testified before the Immigration Subcommittees of the House and Senate to share his knowledge on a variety of business immigration related topics, including the H-1B and L visa programs and corporate immigration compliance. He is also the founding co-author of a renowned series of immigration handbooks that provide information on the best practices and latest developments in the field of business immigration, published by Thomson Reuters/West.

                                  Matt Gordon is a the Managing Director of E3 Investment Group. He is a finance professional whose vision and passion is to help realize extraordinary value through the flawless planning and execution of strategy, financings and transactions that foster aggressive sustainable growth. Mr. Gordon is a licensed attorney, having practiced law with some of the most prestigious Wall Street firms, including Fried Frank and Sullivan & Cromwell. He is a member of the New York State Bar and holds SEC securities licenses.

                                  William ("Bill") Gresser is the President and founder of EB-5 New York State, LLC. The Company was formed in 2007 and was designated as an EB-5 Regional Center by the US Citizenship & Immigration Services in 2009. EB-5 New York State has successfully completed several job-creating EB-5 projects - from inception through the I-526 and I-829 petition approval process. In addition, Mr. Gresser manages a regional center outside of New York and is actively engaged in EB-5 projects throughout the US. Mr. Gresser is a member of the Board of Directors of the Invest in USA (IIUSA) industry association and is a regular speaker on the EB-5 program. Mr. Gresser has a Bachelor of Arts, MBA and JD degrees from Georgetown University.

                                  Dawn M. Lurie is a shareholder at Polsinelli, PC. She is recognized in the legal community as a sophisticated and forward thinking immigration compliance authority and EB-5 investment strategist. She focuses on visa and compliance issues. Dawn is proud to be considered a trusted partner to corporate clients and is relied on for her ability to spot impending government enforcement trends. She has represented clients in the EB-5 program since the early years of the program's inception, in the 1990s. Her experience has evolved over the last two decades as the EB-5 program progressed from an obscure means of obtaining U.S. residency, to a viable mechanism of funding a significant portion of the capital stack for large-scale projects and infrastructure building across industries. Attending EB-5 Board hearings in D.C., participating in the stakeholder conversation process with the USCIS and advocating for EB-5 immigration reform, provides her clients with a unique Washington perspective. Dawn serves on the EB-5 trade association's (IIUSA) Best Practices Committee and is a past Chair of the DC Chapter of the American Immigration Lawyers Association (AILA).

                                  John Reid is a principle at Canam Enterprises, LLC.

                                  John Roth is Managing Attorney at the Roth Immigration Law Firm. He is a member of the New York State Bar Association. In addition to being an immigration attorney, he has an extensive business background, including an M.B.A. For the Wharton School of Finance, a Series 7 and a Series 63 license, and he is a registered representative of a Broker-Dealer firm. His firm, EB-5 Analytics, provides due diligence analyses of EB-5 regional center projects for EB-5 Pilot Program immigrant investors.

                                  Reid Thomas is the Executive Vice President at NES Financial, leading the company's sales and marketing organization. He brings over 20 years of executive management experience at both private and public companies, including Laszlo Systems, Octel Communications, and VINA Technologies. During his time with NES Financial, Mr. Thomas has been instrumental in the rapid growth of the company's EB-5 business, making NES Financial the leader in EB-5 by providing innovative solutions specifically built for the industry. Mr. Thomas' active participation in the EB-5 community has made him a frequent and sought after speaker at events and conferences across the country.
