Answer by Gary Endelman: If PERM is published as proposed, PERM will be the mandatory and exclusive way of filing labor certs after a couple of months transition period. Answer by Joel Stewart: It appears that PERM would replace both regular and RIR processing with PERM. If that is the case, then there would be no choice of processing, just PERM!
