The law governing public charge appears at 8 USC 1182(a)(4); INS Field Guidance on Deportability and Inadmissibility on Public Charge Grounds, HQOPS-70-21.1.13 (May 20, 1999), 64 Fed Reg 28,689-93 (May 26, 1999); Dept. of State Policy Guidance, Ref: 9 FAM 40.41. And the proposed INS regulations: Inadmissibility on Public Charge Grounds, 64 Fed Reg 28,676-88 (May 26, 1999).
