Dear Editor:
This may be new law in unchartered territory. The alien now has a right to have counsel appointed by the Court, proceed in pro se or obtain counsel. Gadda v. Ashcroft F. 3d, 2004 WL 1615082 9th Cir (Cal.) Jul. 20, 2004. Does this decision extend to the BIA or Immigration Courts where an alien may ask the court to appoint counsel? Under what circumstances?
