President George W. Bush Today Announced His Intention to Nominate One Individual and Appoint One Individual to Serve in His Administration

January 29, 2003

President George W. Bush today announced his intention to nominate one individual and appoint one individual to serve in his administration:

The President intends to nominate Michael J. Garcia of New York, to an Assistant Secretary of Homeland Security (Border & Transportation Security). Mr. Garcia is currently the Acting Commissioner of Immigration and Naturalization at the Department of Justice. He previously served as the Assistant Secretary of Commerce for Export Enforcement. From 1992 until 2001, Mr. Garcia served as an Assistant United States Attorney in the Southern District of New York where he participated in the successful prosecution of four defendants in the first World Trade Center bombing trial. From 1990 until 1992, Mr. Garcia worked as a law clerk for New York State Court of Appeals Judge Judith S. Kaye, and was with the Cahill Gordon & Reindel firm from 1989 until 1990. Mr. Garcia is a graduate of State University of New York at Binghamton, earned his master's from the College of William and Mary and his law degree from Albany Law School of Union University.

The President intends to appoint Colonel Merdith Wyndham Bolling Temple of Virginia, to be the Federal Member of both the Susquehanna River Basin Commission (Maryland, New York, and Pennsylvania) and to be the Federal Member of the Delaware River Basin Commission (Delaware, New Jersey, New York and Pennsylvania). Colonel Temple is currently the Commander of the North Atlantic Division of the U.S. Army Corps of Engineers.
