Congress Debates Fiscal 2003 Appropriations
The Senate considered fiscal appropriations for 2003 for the functions of the
Departments of Commerce, Justice, State, the Judiciary and
Related Agencies including discussions on: reforming the INS and INS budget estimates, border security (SMART Border accord, Southwest Border, and Customs Ports of Entry), and Homeland Security funding. The discussion stated, "In a sense, the INS has the most
difficult job of all in the war on terrorism...Intelligence is the key, but this is intelligence of an
order we have never seen."
