President Bush Says Homeland Security Would Have Authority Over Visa Issuance By Consular Officers
The President's message to Congress on the draft for creating the Department of Homeland Security said "The Secretary of Homeland Security would have the
authority to administer and enforce all immigration and nationality
laws, including the visa issuance functions of consular officers." The message was transmitted to the House and to the Senate.
