Dear Editor:

In your comments of October 30th, you note that "The PATRIOT USA Act is a great improvement over some original proposals which would have given the Attorney General authority to detain non-citizens indefinitely without opportunity for judicial review." You note also that "[n]o law can [be]expected to please everyone. These observations suggest that USA PATRIOT has carefully balanced enforcement and humanitarian concerns. What many don't seem to understand is that the bill's provision requiring that charges be brought within seven days of detention, does not prevent an individual, once charged, from being detained indefinitely. USA PATRIOT's capacity to jail innocent immigrants for indefinite periods of time without sufficient oversight and review remains troubling.
