U.S. Refugee Admissions Process
QUESTION: Describe the process we go through to get approval. When will we begin processing refugee admissions for FY2002?
ANSWER: During the previous fiscal year, Administration officials consult with members of Congress and their staffs, the Immigration and Naturalization Service (INS), the Department of Health and Human Services (HHS), public interest groups, private voluntary organizations, and the United Nations High Commissioner for Refugees to assess resettlement needs of refugees. Upon completion of this process, the Administration consults with the Judiciary Committees of the House and the Senate on a proposed number of refugee admissions for the next fiscal year. Once the consultations are
completed, the Administration forwards to the President a description of these consultations and a recommendation concerning the issuance of a Presidential Determination authorizing refugee admissions, the overall ceiling and the regional sub-ceilings. Once the President has issued the determination authorizing the admissions program, it is published in the federal register.
QUESTION: When will we begin processing refugee admissions for FY2002.
ANSWER: The Administration has now fulfilled the legislatively mandated
consultation requirements. We are also reviewing the security evaluation
process of refugee applicants. When this is completed, the Administration
will present to the President a recommendation that he sign a Presidential
