INS and the BIA with their collective definitions of "exceptionally and extreme hardship" simply demonstrate that there is a closed shop operating within the bounds of US immigration policy. My opinion is that maybe one case out of 1000 may come close to satisfying this inhuman and iniquitous INS ruling. And they are applying it to now to only US citizens or permanent resident spouses and dependent children. I also believe their is a vein of prejudice apparent in the application of this policy, which Congress must deal with immediately. If this test was legitimate and honest, immigration lawyers would be able to present some winnable cases from it.
