Immigration and Naturalization Service Data Management Improvement Act of 2000

On June 15, 2000, the Immigration and Naturalization Service Data Management Improvement Act of 2000 (DMIA) was enacted. This Act amends Section 110 of the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) to require the development of an integrated entry and exit data system that would use available data to record alien arrivals and departures in an electronic format, without establishing additional documentary requirements. DMIA requires that by December 15, 2000, the Attorney General establish a Task Force that will address a series of specified activities and provide reports to the Congress. DMIA also sets staggered deadlines for the implementation of an electronic, integrated entry and exit data system at all air, sea and land ports-of-entry. Implementation at all air and sea ports-of-entry must be completed no later than December 31, 2003. Implementation at 50 of the high traffic land border ports-of-entry must be completed no later than December 31, 2004, with the remaining land ports-of-entry being completed by December 31, 2005.

On December 8th, 2000, the Attorney General signed the INS DMIA Task Force Charter.
