PERM Considerations Before PERM

The price of a stock on the stock market reflects not only all that is currently known about a particular company and its market, but also all that the market foresees about that company/market. In an analogous fashion, foresight is necessary to intelligently guide labor cert strategy in the period immediately prior to PERM (even if when/if PERM arrives is somewhat uncertain). An example of this would be to decide whether to file RIR or not for a particular state at this time. Some part of the answer to this question can be quantified - it does not have to be wholly guesswork. The TG Memo - On The Road To PERM

DOL's Transitional Guidance Memo sets in motion a chain of events unlike any seen in the labor certification field in recent memory. Much of the structural changes (as opposed to substantive changes) contemplated in the proposed PERM rule are already in the process of implementation as a result of the TG memo.
