A Note from the Editors:
Employment Immigration And Enforcement
As we have mentioned before in Editor's note, appropriations battles aren't the only action on the Hill. Both houses of Congress have found the time to overwhelmingly approve S. 1685, a bill which extends both the employment verification program and the immigrant investor pilot program (see item below). Despite the caveats and checks which are part of the bill, the bill clearly reflects Congress's sense that the employment eligibility verification programs have to be expanded to cover more employers. This is reflective of an attitude which is found both among Republicans and Democrats that immigration enforcement is best served by cracking down on employers. In fact, increased immigration and increased enforcement must go hand in hand. Trying to do one without the other will never work. The millions of undocumented are testimony to the repeated failure of Congress's repeated attempts to increase employment enforcement without expanding employment immigration. The silver lining is that the sheer magnitude of the problem is now so large that Congress will likely expand employment immigration in some form in 2004.

Dear Editor:
It doesn't matter who says what, millions of illegal people have been living here, and will keep living here since sending back these people would cost more than billions to Uncle Sam and besides that knowing these people will find open doors to come back.
After Sep 11, it is really hard getting a driver's license even opening a bank account without legal status.
I have been thinking a kind of legalization through tax, such privilege could be given to those who have no criminal record, who have never been in a prosecution for any reason and who agree to file tax for a reasonable amount for at least 2 years (ex.) Here it really doesn't matter wether such person has a job or not, the purpose is to take under control the out of record economy.
By doing this, instead of 55000 bulk (most of) can not even read and write English efficiently, priority would be given to those who already have been here for many years, allowing them to go back to their homelands to see their loved ones.

Why is a tax return important?
It is the law that every taxpayer must complete and submit a tax return to the IRS. In the USA, estimated taxes are withheld from a taxpayer's pay check. Tax returns provide documentation and proof that a taxpayer has paid the correct amount of taxes.
